13th, 2010: Leader of the Opposition, Dr. The Rt. Hon. Keith Mitchell
says the work of the Public Accounts Committee (PAC) is severely affected by the
refusal of the state owned entity,
Gravel Concrete and Emulsion Production Corporation and the Ministry of
Finance to provide relevant information regarding the management of state funds.
The former Prime Minister noted
that while the NNP was in office every effort was made to provide what ever
information was needed to facilitate the functioning of the committee which is
appointed by Parliament to ensure that there is accountability and transparency
as it relates to the finances of Government.
In light of the above, the
Opposition has decided to take a motion to Parliament for an urgent
investigation into the operations of Gravel Concrete and Emulsion Production
Corporation since the company has refused on two occasions to appear before the
PAC and in addition has failed to submit to the Director of Audit its accounts
to be scrutinize in accordance with the Public Finance Management Act number 27
of 2007
The following is a copy of the
motion sent to Parliament.
MOTION FOR AN INVESTIGATION
INTO THE OPERATIONS OF GRAVEL AND CONCRETE
WHEREAS in accordance with the
standing orders of the House of Representative of Grenada, the Public Accounts
Committee has the authority to scrutinize the financial statement of Government
including those of state owned entities
AND WHEREAS Gravel Concrete and
Emulsion Production Corporation is a state owned entity
AND WHEREAS on two separate
occasions namely on 26th October 2009 and on 20th March 2010, the said state
owned entity has refused and/neglected to appear before a sitting of the Public
Accounts Committee for the purpose of having an examination of its accounts for
the period 1st July 2008 to 30th September 2009 which refusal is hindering the
work of the Public Accounts Committee
AND WHEREAS the said entity has
not been submitting its accounts to the Director of Audit on accordance with the
Public Finance Management Act number 27 of 2007
AND WHEREAS in accordance with
the Audit Act number 26 of 2007 the Director of Audit maybe authorized by the
House of Representative to conduct an investigation into the operations of any
State owned entity in Grenada
NOW THEREFORE BE IT RESOLVED
that this Honourable House do authorize the Director of Audit to urgently
conduct an investigation into the operations of the Gravel Concrete and Emulsion
Production Corporation for the period 1st July 2008 to 31st March 2010.
